Sewage Fellows vs the Hare Krishnas

Now the movements of sewage at the Hare Krishna farm in the Karasai district of Almaty province, Kazakhstan, are personally supervised by the chief expert of the Provincial Land Department, Anatoli Portnyagin.

This discovery was made by the members of the Hare Krishna community on March 12, 2007. On that day three gentlemen appeared at one of the privatized garden plots, situated on the lakeside, owned by the members of the Society for Krishna Consciousness. The gentlemen pulled out a measuring tape and started to busily measure the land.

Their work was apparently very exciting as they had no shame to intrude upon the private property in the absence of the owner who was in the city. Nor did they pay attention to a neighbor who came out, attracted by the noise, and tried to establish their identity and the goal of their visit.

When asked by the neighbor, the chief visitor declared:

"I am from the Land Department. My name is Anatoli Portnyagin, I am the chief expert of the Department."

He then added that they had received a complaint against the Hare Krishnas who allegedly had thrown sewage to the lake.

The chief expert did not bother to explain how the movements of sewage were connected with the measurement of the private property and how it came that the officers of the Land Department began to personally supervise the sewage.

Needless to say, the sewage fellow/land expert did not show any official document from the government or letters of complaint. Instead he calmly continued to measure the property, heedless of the neighbor's timid attempts to explain that all of the Hare Krishna's houses have the system of drainage that collects the sewage water in cesspits which are cleaned every weak by a special truck. And since the community do not even use outdoor toilets, how can any sewage get to the lake?

However the honorable land expert/sewage fellow took no interest in those explanations.

Having measured one garden plot, the gentlemen unobstructedly shifted to another privatized plot just to continue their measurements. It so happened that the owner of the second plot was not at home either.

Thus, it will remain a secret to the Hindus how the sewage is mystically moving along and across their plots of land.

Yet the real reason behind the gentlemen's visit is well-known.

What really attracted the attention of these sewage fellow/surveyors/land experts were big plots of beautifully developed land, on the side of a fifty hectare lake with nice homes, whose legal status is duly supported by the state acts.

And the final goal of their visit can be found in one interesting document, a plan of summer plots of the horticultural association Ptitsevod which includes the plots of the Hare Krishna community.

The document was discovered in early February of 2007 when people with surveying equipment appeared on the land of the horticultural association.
They explained that the Provincial Hakimat and the Provincial Land Department ordered them to make a land plan of the entire horticultural association.

It was by mere accident that the surveyors forgot their draft, but, it was an interesting find for the Krishna devotees. The draft was made by hand and had many working notes which the Hindus found very interesting.

At the time when the Kazakh authorities on all levels, from the district administration to the capital's offices, assure the public in one voice that the issue of the Hare Krishna community in Almaty province has nothing to do with religion, the first thing that catches your eye in the draft is its arbitrary symbolism:

The cottages of Hare Krishnas demolished on the strength of the court rulings are painted with grey, the plots presently occupied by the RO Society for Krishna Consciounsess are painted with black, and the garden plots occupied by the other members of the horticultural association, not connected with Hare Krishna, are left white.

The hand made notes are quite interesting as they give an idea of the plans in regard to the Hare Krishnas.

"Liable to confiscation altogether 30 plots; 14 plots were confiscated by December 20, 2006; 10 more plots to be confiscated including 3 plots with the state acts of privatisation, marked as 'Ã' in a circle."

It was two of the three marked plots that attracted such a close attention of the honorable sewage fellows/surveyors.

It would be interesting to know how the designers of this draft are going to take away the private property of the Hare Krishnas. Of course the public will be informed when the cruel acts and destruction takes place.

The Krishna devotees purchased land in a dead area. They sacrificed, invested, and developed it beautifully. Now the government aggressively destroys their homes and has plans to drive the remaining Hindus from the area.

The Hare Krishnas' tragic experience has shown that the Kazakh district officials twist the law as they like. The draft's authors implement lawlessness step by step, strictly in accordance with the quoted notes.

In reality it seems that the surveyors/sewage fellows/government officers who visited the Hare Krishnas' garden plots need some vocational counseling to assist them in finally understanding their professional orientation.

Their leader, Anatoli Portnyagin, has many professions; chief expert of the land committee, self appointed sewage controller, aggressive spokeman for the Karasai District Hakim at all the court hearings against the Hare Krishnas. He has openly declared in the provincial court that the Hare Krishna's are a terrorist organisation.

Mr. Portnyagin is said to have promised many times that he will protect in court his honor and dignity which were humiliated by untruthful publications in mass media.

However, Mr.Portnyagin seems to ignore one simple truth: in order to protect honor and dignity, one must first have it.
